The President submitted draft federal constitutional law On Amending Article 7 of the Federal Constitutional Law on the Accession of the Republic of Crimea to the Russian Federation and the Creation of New Constituent Entities within the Russian Federation – the Republic of Crimea and the Federal City of Sevastopol.

The amendment stipulates that elections to the State Council of the Republic of Crimea (the parliament of the Republic of Crimea) and the Legislative Assembly of the City of Sevastopol must be held on the second Sunday of September 2014. The Head of the Republic of Crimea and the Governor of the City of Sevastopol must be elected accordingly by the deputies of the State Council of the Republic of Crimea and the deputies of the Legislative Assembly of the City of Sevastopol from the new convocation no later than December 2014.
